2. Basic procedures and steps of WIBEIS scientific evaluation

3. Basic conditions and requirements for Wibeis evaluation

(1) The enterprise shall be registered and established for more than three years when applying for recognition;

(3) The technologies that play a core supporting role to the main products (services) of the enterprise fall within the scope stipulated in the Key High-tech Fields supported by the State;

(4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise shall not be less than 10%;

(5) The quality of the products and commodities of the enterprise in the last three years of operation (the actual operation period less than three years shall be calculated as the actual operation period, the same below) shall meet the following requirements:

a. The qualified rate of the products in the latest year shall not be less than 90%; Excellent rate not less than 30%;

b. The qualified rate of products in the last two years shall be no less than 92%; Excellent and good rate not less than 40%;

c. The qualified rate of products in recent three years shall not be less than 93%; The rate of excellent and good is not less than 50%.

d. The total r&d expenses incurred by the enterprise in its own country shall account for no less than 50% of the total r&d expenses;

(8) No major quality, safety, health accidents or serious environmental violations occurred within one year prior to the application for identification.

4. Wibeis evaluation requires basic information provided by the enterprise
